Horse sculpture safe for primary school students

I have a opportunity to do a more or less full sized horse sculpture/climbable playground fixture. I am looking for ideas as to safety and coatings. The school already has some 8 foot tall play structures and a soft ground covering.
Has anybody done this sort of thing? I am thinking of tubing bent and formed and powdercoated.
